Beginning of Day Times
The earliest time in the drop down list starts at 10 am. However, school starts at 8 am. Can you start the drop down list at 8:30??
For example, my son has a dentist appointment at 9 am. He will only be absent from 8:45 - 9:30 am - however, there is no way to enter this as the absent start time is 10 am.

This is working correctly and you can choose a time prior to 10:00AM. You will need to scroll through the time picker.
